Onedifference in these eras is obviously the time period within which they occurred. The political eradates from the introduction of municipal police forces in the 1840s through to the early 20thcentury. The reform era took hold in the 1930s , attained its peak in the 1950s, and begandeclining in the 1970s. The current community era began in the late 1970s and early 1980s,mainly after the Kansas City Preventative Patrol Experiment and other team policing projects ofthe 1970s. In a study conducted to examine the effect of routine preventative patrol on crime andfear of crime, the Kansas City Preventative Patrol experiment together with the PoliceFoundation based in Washington, D.C. found that such routine preventative patrols had asignificant impact on crime and fear of crime (Kelling, Pate, Dieckman, & Brown, 1974). Incomparison, however, all three eras of policing were largely dominated by local policing.
