nations practice or policy of territorial expansion. In the late
1800s and early 1900s, many Americans believed the United States
had to expand to keep its economy strong. In order to do this, they
had to follow a foreign policy of imperialism. Imperialism is
building an empire by founding colonies or conquering other

did not have a stable government, but the United States was able to
provide one for them. Even President McKinley said ...that we
could not leave them for themselves - they were unfit for
self-government - and they would soon have anarchy and misrule

there would have been a good chance that they would have a poor
government or even anarchy. Even one of our own presidents said
this was true. Senator Beveridge said something similar to this in
his speech to the Senate in 1898. Would not the people of the

Republic to the savage, bloody rule of pillage and extortion from

the consent of the governed, they are still better off with the
order and protection that the United States is able to provide for
them. Also, if we were not the ones to gain control of them, there
would be another nation that would. That nation could possibly be a
rival, which would have a negative impact on us since they would be
